Picture of officers leading black man by rope sparks outrage

The Galveston Police Department issued an apology, after disturbing images of an arrest sparked outrage online. The photo, taken by a witness, shows white officers on horseback, leading a black man tethered to what looks like a leash. Jericka Duncan reports. Source
