Disturbing video shows cops joke before restrained man’s death

In disturbing 2016 body camera video recently ordered to be made public by a judge, Dallas police officers are seen laughing and joking as they restrain a man who then died in their custody. 32-year-old Tony Timpa had called 911 saying he was off his medication and needed help.
