Crisis response team answers 911 calls without armed police

For more than 30 years, CAHOOTS – which stands for “Crisis Assistance Helping Out On The Streets” – has been serving communities in central Oregon. They respond to a fifth of all 911 calls with unarmed crisis workers and EMTs instead of armed police officers. Lilia Luciano shares their story. Source
