2/16: Severe winter weather chills economy; How much will federal aid help Calif. farmers?

Frequent winter storms and below average temperatures across many parts of the U.S. have caused many cities and towns to see their costs rise over budget; and, President Obama has pledged more than $100 million in federal aid to California farmers who are suffering from the severe drought.
